Dakin Humane Society seeks an experienced human resources manager. The human resources manager is responsible for the day-to-day operations of the HR function, reports to the executive director, and is based at the Springfield Adoption & Education Center. Candidates must have experience in payroll processing and benefits administration. Knowledge of and experience with HR law and compliance required. Associates in human resources management required, Bachelor's preferred. PHR or SPHR certification preferred.
Strong proficiency in MS Office applications, common email platforms, and relational databases required.

Dakin Position Description
Title: Human Resources Manager
Reports to: Executive Director
Hours: Part-time, exempt, salaried
Function: Under the supervision of the executive director, the manager of human resources executes the day-to-day operations of the human resources function, including recruitment, benefits administration, employee relations, and payroll.
Responsibilities:
budgeting and reporting:

Prepares and periodically reviews all budgets related to human resources.

Participates in budget planning.
hiring and termination:
-
Completes the personnel requisition process, writes and posts job advertisements, and screens resumes.
-
Works with the hiring manager to select a successful candidate.
-
Makes offers, completes reference and background checks.
-
Completes the new hire process, including the set-up and orientation of the new hire. Processes all new hire paperwork and completes all required filing.

Completes the personnel termination process, including exit interviews.
-
Provides counsel to managers on effective use of the performance evaluation and disciplinary processes, including documentation and termination.
payroll and benefits administration:
-
Administers and processes efficient and timely payroll cycles.
-
Coordinates employee benefits participation transactions.
-
Monitors and reports on leave and deduction activity, including FMLA and COBRA.

Processes and tracks required notices and mailings.
-
Coordinates and delivers employee benefits education.
-
Maintains all personnel records in accordance with legal standards and organizational policy.

Has fiduciary responsibility for health insurance and other benefits.
administrative responsibilities:

Reviews, updates, and provides explanation and consistent enforcement of the organization's personnel policies.

Acts in accordance with all state and federal labor and employment laws and ensures that the organization is operating in compliance with all applicable statutes.

Responsible for all other administrative duties of the human resources function, including employee customer service, written staff communications, data entry, and filing.

Provides direct supervision to assigned staff and volunteers.
Other responsibilities:

Meets with executive director regularly to determine strategies.

Serves as the staff liaison to personnel task forces of the Dakin board of directors.

Periodically presents information to the Dakin board of directors regarding human resources.

Works with leadership to recommend and implement policy/procedural changes for human resource practices and policies.

Complies with Dakin personnel policies.
-
Attends appropriate staff meetings, including leadership team meetings.
-
Serves on appropriate committees, task forces, and networks.
-
Represents Dakin in a professional and courteous manner at all times.

Provides quality service to customers, volunteers, donors, and staff recognizing their individual contribution to the success of our organization.

Regularly participates in meetings with staff and volunteers to share ideas and suggestions designed to improve working conditions and the organization.

Performs other duties as assigned by the executive director.
Position Requirements
Education:
-
Associate's degree in human resource management.
-
Bachelor's degree preferred.
-
PHR or SPHR preferred.
Experience:
-
Must have at least three years experience in human resource administration.
-
Experience in payroll and benefits administration, thorough knowledge of payroll tax rules and associated reporting, and demonstrated current knowledge of federal and state employment laws and regulations.

Strong proficiency in MS Excel and Word, common email platforms, and relational databases.
